Getting ready for Web Distribution in the EU - Support - Apple Developer
Slowly but surely, Apple are getting closer to the spirit of the law.
There's still some onerous requirements like the Core Technology Fee, and limiting the program to Apps with an existing install base of 1m+ EU users, but this is better than having to build and maintain an entire App Store architecture.
